As in ANY interaction with anybody, it works to just BE HONEST... If you have friends you like to wrestle with, just tell them up front what you are looking for... In other words, you're going to HAVE TO BE EXPLICIT. Set some rules or limits for mutual safety and trust, and then have at it!
Since you're obviously on meetfighters, I'd suggest start working on choosing an opponent from this group, because chances are you'll find someone just as interested as you are!

What would you tell them to headscissor you without being explicit?
So I take this as you wanting to get a friend with great legs who isn't into wrestling to put you in headscissors. I have done this before. The way it played out was while I was getting to know this guy who just moved to my city, we began talking more about all kinds of stuff. One day the conversation drifted toward the type of guys we found attractive. I mentioned I had a thing for legs. Big, powerful looking legs drive me wild. He laughed and told me that he had kind of big legs. I smiled and told him I had noticed. It sounds incredibly stupid as I type it out but it didn't seem so dumb at the time. He asked what it was about legs that turned me on so I told him. I had met this guy through sports and knew he was crazy competitive so as I told him, I tried to tap into that competitive drive. "I love the feeling of having my head trapped in headscissors and trying to fight my way out. I don't actually want out but it's hard to find guys who can keep me in it. It's not just power but also technique and not everyone is good at it." A few weeks later, the topic came up again and he wanted to try doing headscissors, so we did. That was an amazing night. :)
We had headscissors sessions many, many times over the next few years. He knew it was an easy way to get something he wanted so he would use headscissors for bargaining. When we took a road trip together, he asked if I would do all the driving in exchange for headscissors. I did all kinds of stuff to get headscissors. Unfortunately, we live in different cities now so I no longer get these type of offers but at least I have a million memories of different trades for headscissors.
My advice? Work it into a conversation some time. Don't initially ask directly to be put in a headscissors immediately but first feel out how he responds to the topic. You may see it's going nowhere so you can end the conversation then and there. If he seems open or somewhat interested, probe a bit more. "Have you ever done that?" He will see where this is going without being directly asked and if he is not interested, he will change the topic or let you know in some way that it isn't happening. If he doesn't shut it down, then you can politely ask. If he says no, drop it and do not push it.
Further advice? There are lots of guys on here and it will be a lot easier to find someone in the directory to help you with your scissors needs.

I would do all the driving or anything in exchange of scissoring your neck!
